Founder
Dr. Sherman, prior to entering private practice, was formerly the Director of the Department of International Taxation in the legal offices of the Israel Income Tax Commission. He has worked in the field of tax since he began his legal career upon entering the tax authorities.
In his capacity as Director of the Department of International Taxation Dr. Sherman examined issues, determined legal positions adopted by the Israel Income Tax Commission and issued legal opinions regarding the assessments of Israeli residents on incomes derived outside of Israel and incomes accruing to non-Israeli residents on their Israeli sourced incomes. As Director, Dr. Sherman was a permanent representative of Israel’s negotiating delegations on Double Taxation Conventions, participating in more than twenty-five such negotiations with foreign States toward the signing of those treaties, as well as representing Israel in discussions with representatives of foreign States in disputes arising between Israel and those States as to the interpretation and application of Double Taxation Conventions (‘Mutual Agreement Procedures’ as per the provisions set forth under those treaties).
Additionally, Dr. Sherman was sent by the Israel Ministry of Finance and the Israel Income Tax Commission to represent Israel in discussions held by the OECD regarding the taxation of incomes arising in the course of conducting international activities from e-commerce.
Dr. Sherman participated as well, together with representatives of the Finance Ministry of the State of Israel and representatives of the Israel Defense Force’s legal offices, in numerous discussions with the Palestinian Authority on issues regarding taxation. He further participated on behalf of the State of Israel in discussions conducted with representatives of the Hashemite Kingdom of Jordan and the Palestinian Authority, which examined the possibility of tri-partite taxation arrangements.
Following his service in the Israel Income Tax Commission and prior to opening his own law firm, Dr. Sherman joined a leading law firm in Tel Aviv specializing in taxation in which he was a partner for eighteen years and where he continued to focus on issues relating to international taxation.
Dr. Sherman represents corporations and individuals, Israeli residents as well as non-residents, before taxation authorities both in Israel and abroad as well as before the courts in Israel.
